JAKARTA – Wakil Ketua Kamar Dagang dan Industri (KADIN) Andi Rahmat memberikan pandangan tajam dari perspektif pengusaha mengenai langkah-langkah Presiden Prabowo Subianto. Menurutnya, era ini ditandai dengan perubahan fundamental, tidak hanya sekadar pertumbuhan angka ekonomi, tetapi juga transformasi kultur bisnis dan reformasi fiskal yang berorientasi pada keadilan sosial dalam acara Aliansi Indonesia Raya (AIR) di P11 Jalan Pattimura, Jakarta Selatan minggu lalu.
Andi Rahmat mengakui, di awal pemerintahan Prabowo-Gibran, kalangan pengusaha sempat “bingung” karena terbiasa dengan kultur bisnis yang lama. Namun, ia melihat adanya determinasi Presiden untuk perubahan fundamental, bermula dari kritik terbuka Prabowo terhadap kegagalan ekonomi liberal global.
Perspektif Presiden, yang lama melihat Indonesia dari luar negeri, membawa pemikiran berbeda untuk mengatasi masalah struktural Indonesia, ekonomi sudah besar tetapi kesejahteraan tidak merata, tercermin dari Gini Rasio yang tinggi dan rasio kewirausahaan yang berbahaya. KADIN sendiri, kata Rahmat, didorong untuk mengubah fundamental cara berpikir.
Kebijakan Fiskal untuk Si Miskin
Terobosan terbesar ada pada pengelolaan keuangan negara. Prabowo dinilai telah memperkenalkan kebijakan fiskal baru, di mana APBN tidak lagi fokus pada stimulus infrastruktur besar-besaran, tetapi dialihkan untuk kepentingan orang miskin.
“APBN dibuat seperti itu. Anggaran terbesar itu lari ke Sosial. Negara mau urus yang susah,” tegasnya.
Andi Rahmat melihat ini sebagai perspektif baru bahwa utang negara pun digunakan untuk keadilan sosial, dan pembayaran pajaknya akan ditanggung oleh orang kaya (yang berpenghasilan di atas Rp100 juta). Hal ini juga disambut baik dari sisi bisnis, karena pengusaha didorong untuk berjalan secara wiraswasta tanpa fasilitas negara, sementara negara menjamin kebutuhan dasar rakyat banyak.
MBG dan Koperasi: Solusi Ekonomi Model Komunal
Untuk mengatasi jurang kesenjangan dan rendahnya rasio kewirausahaan, Prabowo fokus pada model ekonomi sistem komunal. Pertama, Makan Bergizi Gratis (MBG), Program yang digerakkan oleh Badan Gizi Nasional (BGN) merupakan wujud dari determinasi pemerataan pembangunan dan upaya mulia memberi makan orang banyak.
Meskipun dikritik, Andi Rahmat melihat potensi besar dari MBG. “Orang hanya melihat keracunan makanan, tidak melihat penerima manfaat,” katanya. Dengan capaian penerima manfaat yang cepat (sudah mencapai puluhan juta, dan terus bertambah), ia meyakini program ini akan berjalan. MBG juga menciptakan peluang bisnis besar bagi pengusaha di sektor supply dapur, seperti usaha telur.
Kedua, Program koperasi merah putih bertujuan merangsang kewirausahaan anak muda dan mengatasi masalah akses modal. Dengan memberikan modal besar (contoh: 80.000 koperasi dikasih 3 Miliar), Koperasi Merah Putih menjadi jawaban untuk menaikkan rasio wirausaha.
Model ini menekankan bahwa “yang boleh kaya itu dengan sistem komunal dan ada dalam koperasi dan MBG.”
