Temuan kayu gelondongan yang terbawa banjir saat kunjungan Presiden Prabowo di Aceh menegaskan akar masalah bencana Sumatera. Investigasi pemerintah dan data Organisasi Masyarakat Sipil (OMS) menunjukkan 1,4 juta hektar deforestasi dan 1.907 izin tambang telah membuat DAS kritis. Setelah Menhut menyegel 11 perusahaan perusak lingkungan, selanjutnya adalah moratorium izin industri ekstraktif dan implementasi kearifan lokal sebagai solusi pemulihan ekologi di 3 Provinsi terdampak bencana lingkungan.
Presiden RI Prabowo Subianto kembali meninjau langsung lokasi terdampak bencana banjir dan longsor di Aceh pada Jumat (12/12/2025). Kunjungan ini merupakan yang ketiga kalinya bagi Prabowo. Ia langsung bertolak ke Aceh usai menghadiri pertemuan kenegaraan di Rusia.
Presiden Prabowo berfokus pada efektivitas penyaluran bantuan, khususnya obat-obatan, kebutuhan pangan, dan layanan kesehatan bagi para korban.
“Saya kembali menemui masyarakat setempat untuk memastikan tim [Pemerintah/Satgas] menyalurkan bantuan secara efektif dan cepat. Kami memprioritaskan obat-obatan, kebutuhan pangan, dan layanan kesehatan,” ujar Prabowo melalui unggahan di akun Facebook resminya.
Arus banjir membawa tumpukan kayu gelondongan besar, mengejutkan Presiden Prabowo saat beliau mengunjungi Aceh Tamiang.
Setelah itu, Prabowo membisikkan sesuatu kepada Gubernur Aceh, Muzakir Manaf atau Mualem. Prabowo berjalan menuju tenda pengungsian, menemui korban bencana, dan menyampaikan pesan tegas tentang pelestarian lingkungan.
“Hati-hati, kita sekarang harus waspada. Kita harus jaga lingkungan hidup kita, alam kita harus jaga. Kita tidak boleh tebang pohon sembarangan,” tegas Prabowo di hadapan ribuan pengungsi di Aceh Tamiang.
Prabowo minta semua Pemerintah daerah lebih waspada dan awasi penebangan liar. “Saya minta Pemda dan semua pihak meningkatkan kewaspadaan dan pengawasan secara ketat. Kita jaga alam kita sebaik-baiknya,” imbuhnya.
Pihak pemerintah pusat telah mengakui sepenuhnya dugaan kerusakan lingkungan sebagai faktor pemicu utama bencana di Sumatera.
Sebelumnya 3 Desember lalu, Seskab Teddy ungkapkan faktor bencana karena kerusakan lingkungan.
“Bencana Sumatera tentunya ada faktor kerusakan lingkungan yang memperparah bencana ini, dan akan melakukan investigasi,” ucap Teddy di Bandara Halim Perdana Kusuma.
Sementara itu, Menteri Koordinator Bidang Pembangunan Manusia dan Kebudayaan (Menko PMK), Pratikno memastikan timnya telah melakukan investigasi terkait bencana tersebut.
“Saat ini satgas penertiban kawasan hutan sudah turun tangan menelusuri dugaan kayu gelondongan yang terbawa arus banjir,” ungkap Pratikno.
Begitupun dengan Menteri Kehutanan, Raja Juli Antoni mengungkapkan bahwa terdapat 12 perusahaan di Sumatera Utara yang terindikasi melanggar ketentuan dan menjadi salah satu faktor penyebab bencana banjir besar yang melanda Sumatera belakangan ini.
Raja Juli mengungkapkan hal itu dalam rapat kerja dengan Dewan Perwakilan Rakyat (DPR RI) 4 desember lalu.
Industri Ekstraktif Penyebab Utama
Gubernur Aceh sendiri. Jauh sebelum bencana, pada 26 September 2025, Muzakir Manaf (Mualem) meluapkan kemarahan atas maraknya tambang emas ilegal yang beroperasi di kawasan Hutan Aceh.
Mualem mengeluarkan ultimatum kepada penambang emas ilegal untuk segera mengeluarkan alat berat mereka dari kawasan hutan. Hasil investigasi Panitia Khusus (Pansus) ESDM Aceh menemukan adanya aktivitas tambang illegal. ironisnya, para penambang menyetor uang keamanan kepada oknum aparat.
Menurut Mualem, aktivitas tambang ilegal ini sama sekali tidak membawa manfaat bagi pendapatan daerah dan hanya berujung pada kerusakan lingkungan.
Organisasi masyarakat sipil (OMS) memperkuat krisis lingkungan di Sumatera dengan data. Mereka menuding keras sektor ekstraktif sebagai penyebab utama bencana alam.
Jaringan Anti Tambang (JATAM) dalam laporan 2 Desember 2025 di betahita.id, menyoroti bahwa 1.907 izin tambang (mineral dan batu bara) aktif di Sumatera mencakup area seluas 2,45 juta hektar.
JATAM menganggap luasnya area konsesi ini menjadi salah satu faktor utama yang memperparah banjir dan longsor.
Wahana Lingkungan Hidup Indonesia (WALHI) menemukan adanya deforestasi seluas 1,4 juta hektar di tiga provinsi yang terdampak bencana, terhitung sejak tahun 2016 hingga 2025.
Laporan Greenpeace Indonesia via mongabay menunjukkan sebagian besar Daerah Aliran Sungai (DAS) kritis di Sumatera . Sisa tutupan hutan alaminya kurang 25%
Contoh Kasus DAS Batang Toru. DAS Batang Toru meliputi Tapanuli Utara, Tapanuli Selatan, dan Tapanuli Tengah menjadi contoh kerusakan parah, Antara tahun 1990 hingga 2022, hutan ini telah berkurang 70.000 hektar (21%) dari luas DAS.
Pemerintah telah mengalokasikan sekitar 94.000 hektar (28%) dari luas DAS untuk industri ekstraktif. Alokasi tersebut mencakup perkebunan sawit, tambang, dan konsesi kehutanan.
Penyebab utamanya adalah industri ekstraktif seperti perkebunan sawit, hutan tanaman untuk industri pulp dan paper, pertambangan, pembalakan liar, dan pembangunan infrastruktur.
Secara spesifik di wilayah terdampak bencana di 3 provinsi yakni Sumatera Barat berupa tambang ilegal di Solok Selatan dan Dharmasraya, pembalakan liar di Bukit Barisan, dan pengeringan lahan gambut di Pesisir Selatan.
Di Sumatera Utara berupa ekspansi perkebunan sawit, industri pulp dan paper di Tapanuli, serta alih fungsi hutan. Terakhir, Di Aceh berupa Perkebunan sawit dan kopi, serta pertambangan emas ilegal yang tersebar di Aceh.
Penindakan Perusak Hutan
Menanggapi temuan kerusakan lingkungan yang memperparah bencana di Sumatera, Menteri Kehutanan (Menhut) Raja Juli Antoni telah menginstruksikan Direktorat Jenderal Penegakan Hukum (Gakkum) untuk menindak tegas pelanggar aturan kehutanan.
Melalui keterangan resminya pada Jumat (12/12/2025), Raja Juli merinci bahwa saat ini total 11 entitas telah diproses dan dikenakan tindakan penyegelan dan/atau verifikasi lapangan. Entitas ini terdiri dari 4 korporasi besar—yaitu PT. TPL (diduga produsen pulp), PT. AR (perkebunan/ekstraktif), PT. TBS/PT.SN (energi/tambang), dan PLTA BT/PT. NSHE (proyek energi)—serta 7 PHAT (Penerima Hak Atas Tanah/Konsesi) dengan kode JAM, AR, RHS, AR, JAS, DHP, dan M.
Langkah penindakan hukum oleh Kementerian Kehutanan dinilai Sebagian pihak, sebagai tindakan “pemadam kebakaran” yang belum cukup untuk memulihkan ekologi Sumatera secara permanen.
Untuk mencegah terulanginya bencana di masa depan, fokus harus bergeser dari penindakan ke pencegahan dan pemberdayaan. Pencegahan dengan moratorium izin industri ekstraktif di 3 Provinsi yang terdampak bencana.
Beberapa kelompok masyarakat sipil mendorong pemerintah menjadikan masyarakat sekitar hutan sebagai penjaga hutan. Mereka mengusulkan model Perhutanan Sosial atau Hutan Tanaman Rakyat.
Strategi ini bertujuan menciptakan pelestarian hutan yang berkelanjutan. Sekaligus menghidupkan kembali kearifan lokal untuk menjaga keseimbangan air dan hutan di tiga provinsi terdampak bencana lingkungan.
Tanpa partisipasi aktif masyarakat dan penghargaan nilai – nilai adat dan lokal, kerusakan hutan akan terus terjadi. Akibatnya, bencana banjir dan longsor akan datang lagi. Hal itu otomatis akan mengganggu anggaran APBN/APBD, dan akan mengancam pembangunan menuju Visi Indonesia Emas 2045.
